Morocco denounces accusations made without evidence by “certain Spanish political and media circles”

Eduardo González The Moroccan government warned on Thursday that “no data, fact, or report” demonstrates the involvement of Moroccan authorities in the Ceuta migration influx and denounced “certain Spanish political and media circles” that persist “in instrumentalizing the Kingdom for their own internal agenda.” In a statement, the Moroccan Ministry of Foreign Affairs recalled that “the Kingdom of Morocco has sovereignly chosen to establish a relationship of good neighborliness, political understanding, economic partnership, and security cooperation with the Kingdom of Spain,” the “most successful expression” of which is the Joint Declaration of April 7, 2022, adopted by King Mohammed VI and the Spanish Prime Minister, Pedro Sánchez. “It is thanks to this approach that both countries have been able to voluntarily cultivate what unites them and circumscribe their differences in order to address them with serenity and respect, far removed from any desire for a fait accompli,” the statement continued. “Thus, tangible results have been achieved, especially at the economic level and in security cooperation,” and “migration cooperation has always been coordinated and efficient,” it asserts. “The regrettable events of last July certainly require a thorough examination to define their circumstances, identify interference, denounce manipulation, and, above all, ensure that they do not happen again,” the statement warns. “Why maintain the accusation against Morocco when there is no data, fact, or report that demonstrates the involvement of the Moroccan authorities? Why are illegal migrants not being turned away, even though the Moroccan government has officially committed to readmitting them? Why are unaccompanied minors being kept away from their families, while Morocco has urged their return? The answer to these questions lies not in Morocco, but with the Spanish actors involved,” the statement continues. “Morocco regrets that some Spanish political and media circles persist in instrumentalizing the Kingdom for a domestic agenda,” the Ministry of Foreign Affairs warns. “It is especially worrying that the established parties—albeit accustomed to governing—have fallen into this quagmire where irrational and populist competition prevails over common sense,” the statement denounces. “Likewise, it is regrettable that honorable legislative and judicial institutions are guilty of unfortunate initiatives that breed discord. These excesses, where discernment gives way to simplistic thinking and objective analysis to accusation, are part of a fear-mongering strategy, detrimental to everyone,” the statement warns, referring to the decision by National Court Judge María Tardón to declare the court's jurisdiction to investigate the irregular mass entry into Ceuta from Morocco on July 30 and 31, considering it “a criminal act allegedly committed abroad that has seriously undermined the territorial integrity of Spain.” “The Kingdom of Morocco refuses to be a pre-election bargaining chip. Nor does it accept being the scapegoat for political calculations. Geographic proximity is an immutable situation. It is the political leaders who, with their courage and high vision, make it an asset for the future. Strategic blindness, on the other hand, will transform this capital into a source of chronic mistrust and recurring tensions,” the statement concludes. CNI Morocco has been directly and repeatedly accused of instigating the migrant influx to pressure the Spanish government regarding the sovereignty of Ceuta and Melilla. The clearest example is the president of Ceuta, Juan Jesús Vivas, who has asserted that the massive influx of migrants on July 30 and 31 was made possible by “Morocco’s participation or consent.” Since the migration crisis began, several Moroccan ministers have used the situation to claim sovereignty over the cities of Ceuta and Melilla. In response, the Spanish government summoned Morocco’s ambassador to Madrid, Karima Benyaich, on August 21, as announced by Prime Minister Pedro Sánchez in Congress. However, the chargé d’affaires was ultimately summoned because the ambassador was out of the country. In one of the documents declassified this week by the Government regarding the mass migrant assault on Ceuta on July 30 and 31, the National Intelligence Center (CNI) warns that, “at the operational level, no proactive reaction has been detected on the part of the Moroccan authorities to the loss of control of the situation, beyond the deployment of some riot control units at the Ban Sebta border three hours after the breakwater overflowed.” “From the perspective of external image, the profound distortion between the vision of King Mohammed VI during his annual address to the nation on July 29, 2026, and the reality experienced on the ground has become evident, at a time when Morocco is trying to assert itself as an actor of stability and a reliable security partner,” the CNI adds.
