The Council of Ministers appointed the new Spanish ambassadors to Ukraine, Adela Díaz Bernárdez; Latvia, Ricardo Díez-Hochleitner; Serbia, Ander Ruiz de Gopegui; and Panama, Moisés Morera, on Tuesday, July 28.

Adela Díaz Bernárdez, who will replace Ricardo López-Aranda in Kyiv, holds a law degree from the University of Santiago de Compostela, with postgraduate training in European Union law (Free University of Brussels) and international relations (University of Nottingham), and is a member of the Diplomatic Corps.

She currently serves as Deputy Head of Mission at the Permanent Representation to the North Atlantic Treaty Organization in Brussels. She has spent her administrative career at the Ministry of Foreign Affairs, where she has worked in the International Legal Advisory Office and has served as Deputy Director General for Coordination of EU Legal Affairs and Deputy Director General of the Human Rights Office. Abroad, she has served at the Embassies in Luanda and Luxembourg, as well as at the Permanent Mission to the United Nations in Geneva.

For his part, Ricardo Díez-Hochleitner will replace Manuel Alhama in Latvia. A graduate in Law from the Autonomous University of Madrid and a member of the Diplomatic Corps, he was currently serving as Chief of Staff to the State Secretary for the European Union.

He has developed his professional career in the offices of the Secretaries of State for the European Union, International Cooperation, and Ibero-America. He has also served as Deputy Director General of Public Diplomacy and, at the Madrid City Council, as Director General of Foreign Promotion.

Abroad, he has served as Deputy Head of Mission at the Embassy of Spain in El Salvador, as a Seconded National Expert at the European Commission, and has been posted to the European External Action Service and the Permanent Representation of Spain to the European Union.

Ander Ruiz de Gopegui is the new ambassador to Serbia, replacing Juan José Sanz Aparicio. A graduate in Law from the University of Deusto, with a diploma in Business Studies from the University of the Basque Country (UPV/EHU) and a Master’s degree (D.E.S.) from the Free University of Brussels, he is a member of the Diplomatic Corps and has spent his administrative career at the Ministry of Foreign Affairs. He has served as Deputy Head of Mission at the Spanish embassies in Namibia and Sudan. He has also been posted to the Permanent Missions of Spain to the European Union (Brussels) and to the United Nations (Geneva).

He has also served as an advisor in the Minister’s Office and in the Directorate General for the United Nations, International Organizations and Human Rights, as well as a technical advisor in the Sub-Directorate General for Eastern Europe and Central Asia. In the private sector, he has worked in legal and foreign trade consulting in Madrid, Casablanca, and Shanghai.

Finally, the new Spanish ambassador to Panama is Moisés Morera, who replaces Guzmán Palacios. A graduate in Law from the University of Deusto (Bilbao), with a Master’s degree in International Trade and Politics from Georgetown University (Washington, D.C.), and a PhD in International Relations (Cum Laude) from Comillas Pontifical University (Madrid), he is a member of the Diplomatic Corps and currently serves as Director of Programming for the Casa de América Consortium in Madrid. He has spent his administrative career at the Ministry of Foreign Affairs, serving in El Salvador, South Sudan, Venezuela, Morocco, and Italy. He has also held positions such as Deputy Director General for the Middle East; Head of the Economic Relations with Latin America Area; Deputy Director of the Undersecretary’s Office; and Head of the Official Travel and Visits Service.
