Robles offers Spanish capabilities to European Space Security

Defense Minister Margarita Robles highlighted on Tuesday the role of Spanish space surveillance capabilities and the EU Satellite Centre in Torrejón de Ardoz (Madrid) in the European Union’s Space Strategy for Security and Defense.

Robles participated in the informal meeting of European Union defense ministers, held during the Irish presidency of the Council of the EU. The meeting focused on three strategic priorities with a direct impact on the continent’s defense: instability in the Middle East, continued comprehensive assistance to Ukraine, and strengthening security in the space and maritime domains.

During the meeting, held in Wicklow, Ireland, the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, briefed the ministerial delegations on the evolving situation in the Middle East, as well as the status of preparations for a potential Common Security and Defence Policy mission in Lebanon.

This final session, held over lunch, also included a strategic analysis by the United Nations Under-Secretary-General for Peace Operations, Jean-Pierre Lacroix, who held a bilateral meeting with the Minister and outlined the anticipated scenarios following the end of the UN mission’s mandate in Lebanon (UNIFIL). In this regard, Robles emphasized during her remarks Spain’s “firm commitment” to peace in the region and, specifically, to the stability of the Lebanese people in this new phase.

Regarding maritime security, the ministers assessed protection strategies for critical infrastructure in the face of a global landscape of asymmetric and escalating threats. In this respect, Robles reaffirmed Spain’s active involvement in defending freedom of navigation through its participation in established operations such as ‘Atalanta’ and its direct engagement with hybrid threats. Furthermore, she expressed our country’s firm support for international initiatives aimed at security in the Strait of Hormuz, in accordance with the United Nations Convention on the Law of the Sea.

The Minister also announced that Spain will assume a more leading role in the European plan for the protection of submarine cables, a commitment that will materialize through the contribution of specialized surveillance centers to neutralize sabotage and hybrid challenges in the maritime environment.

Regarding the European Union’s Space Strategy for Security and Defence, in addition to highlighting the development of Spanish observation and communications capabilities, including space surveillance, the Minister emphasized the strengthening of the role of the EU Satellite Centre in Torrejón de Ardoz and Spain’s willingness to contribute to the deployment of the future secure satellite communications and connectivity system promoted by the European Union.

The European Union Satellite Centre (Satcen), located at the Torrejón military base, was created in 2002, evolving from the Western European Union Satellite Centre of 1993-2001, with the aim of supporting the Common Foreign and Security Policy (CFSP). Among other functions, it monitors aerial and satellite imagery of the events surrounding the war in Ukraine.

Ukraine

European support for Ukraine and industrial cooperation were the focus of another session at the Wicklow meeting, with particular attention to the Ukraine Support Loan and the European Peace Support Fund. Speaking to the new Ukrainian Minister of Defense, Yevgeny Khmara, who participated via videoconference, Robles welcomed the mobilization of both instruments, essential for sustaining aid over time, and reiterated Spain’s commitment to supporting Ukraine.

During the meeting, which was also attended by NATO Deputy Secretary General Radmila Scherinska, the minister highlighted the growing involvement of Spanish companies with Ukrainian companies in the production of drones and air defense interceptors. In her remarks, Robles emphasized Spain’s contribution to the training of the Ukrainian Armed Forces, assistance to the wounded, and funding for veterans’ reintegration centers.
