Greece, Italy, Turkey, and Portugal send resources to support Spain in fighting wildfires

The Spanish government activated the European Civil Protection Mechanism in response to the simultaneous spread of several wildfires, and four countries have responded with aircraft, specialized personnel, and ground resources

International aid to Spain for the wildfires has been reinforced in recent hours with the arrival of resources from Greece, Italy, Portugal, and Turkey, after the Ministry of the Interior requested the activation of the European Civil Protection Mechanism to address the spread of wildfires affecting various autonomous communities.

According to the Ministry of the Interior, the request was processed through the National Emergency Center (CENEM) of the General Secretariat for Civil Protection and Emergencies, which has allowed for the mobilization of resources from several countries participating in the European mechanism to support firefighting efforts.

International aid to Spain for the wildfires

Greece has responded with a contingent of 33 personnel, two Canadair amphibious aircraft, and a support aircraft, which began operations this Sunday. Italy has deployed 14 specialists and two Canadair aircraft, which joined the firefighting effort on Saturday.

Portugal has sent a ground contingent of 129 personnel and 41 vehicles, including a bulldozer, nine command vehicles, two light fire engines, fourteen heavy fire engines, five heavy water tankers, one light water tanker, a mobile Advanced Command Post, a UAS vehicle for drone operations, four logistics support vehicles, and three Basic Life Support ambulances.

The Ministry of the Interior also confirms Turkey’s participation in the international operation deployed to support Spain, although it has not yet officially detailed the resources provided by the Turkish authorities.

Coordination from the European Commission

International aid is being coordinated through the European Emergency Response Coordination Centre (ERCC), which reports to the European Commission and is responsible for managing requests for assistance and coordinating the mobilization of resources offered by the States participating in the European Civil Protection Mechanism.

In addition to sending personnel and equipment, the European Commission provides technical support through the Copernicus program, which facilitates satellite imagery and emergency mapping to improve the planning of operations on the ground.

Turkey’s participation

Turkey’s participation brings a particularly relevant element to the international operation. Although not a member of the European Union, the country participates in the European Civil Protection Mechanism, an instrument that brings together EU Member States and several partner countries to coordinate the response to natural disasters and other large-scale emergencies.

The response to Spain’s request highlights the pan-European nature of this mechanism, whose effectiveness is based on the immediate availability of resources by participating countries, regardless of their membership in the European Union.

Furthermore, cooperation in civil protection is one of the most established areas of cooperation between the European Union and Turkey. Unlike other areas subject to greater political complexity, emergency management operates on principles of solidarity, mutual assistance, and operational coordination, enabling a rapid response to crises that transcend national borders.

A mechanism based on cooperation between states

The European Civil Protection Mechanism (ECPM) allows participating countries to request assistance when an emergency exceeds their response capacity. From that point on, the ECPM coordinates offers of help from the various states and organizes the deployment of available resources.

Spain has used the ECPM in other emergencies and has also participated on numerous occasions by providing assistance to other countries affected by forest fires, floods, earthquakes, and other disasters. Activating the mechanism does not entail an automatic allocation of resources: participating states voluntarily offer the resources they have available at any given time, making the speed of the response a testament to the capacity for cooperation among the member countries of the system.
