Aquino III,\u00a0decorated its Ambassador to Spain, Carlos C. Salinas, with the Order of Sikatuna, the highest diplomatic distinction granted by the Philippine state.<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p>The Order of Sikatuna, founded in 1953, is awarded by the Philippine president to people who have rendered exceptional and meritorious services to the State. This decoration commemorates the <strong><a title=\"Sandugo\" href=\"https:\/\/es.wikipedia.org\/wiki\/Sandugo\">Sandugo<\/a><\/strong>, the first international friendship treaty between the Bohol native chieftain\u00a0<strong>Datu Sikatuna<\/strong>\u00a0and the Spanish conquistador <strong>Miguel L\u00f3pez de Legazpi, <\/strong>a blood agreement signed in 1565.<\/p>\n<p>&nbsp;<\/p>\n<p>In a ceremony celebrated at the <strong>Malaca\u00f1an Palace<\/strong>, President Aquino decorated the veteran diplomat with the Grand Cross for his \u201cactive commitment to shape the Spanish-Philippine cooperation\u201d in the sector of defence and for his initiatives to organize a research group \u201cthat discovered historical documents that strengthen the claim of <strong>Scarborough Shoal<\/strong>\u201d, a sandbank also known as Scarborough Reef, whose sovereignty is being disputed by the Philippines and China.<\/p>\n<p>&nbsp;<\/p>\n<p>Besides, Carlos C. Salinas, <strong><a href=\"https:\/\/thediplomatinspain.com\/la-jefa-de-protocolo-del-presidente-de-filipinas-proxima-embajadora-en-espana\/\" target=\"_blank\" rel=\"noopener\">Ambassador to Spain since May 2011<\/a><\/strong>, has been recognized for his tireless defence and promotion of the Philippine maritime interests\u201d before the International Maritime Organization and the European Maritime Safety Agency.
