He also warned that the future of the Rock belongs to the Gibraltarians, \u201cand if anyone doesn\u2019t like it, they can lump it.\u201d<\/strong><\/h4>\n<p>&nbsp;<\/p>\n<p>Twelve years after his first speech before the Committee, Picardo -accompanied by Deputy Chief Minister Joseph Garcia- once again defended in New York the <strong>\u201cinalienable and indisputable\u201d right of the Rock to self-determination<\/strong>, a \u201cuniversal right\u201d based \u201con the principles of international law\u201d, which \u201cis not a privilege reserved for the large and the mighty\u201d and which is \u201capplicable to the people of Gibraltar as it is to any other Non-Self[1]Governing Territory falling within Chapter XI of the UN Chart.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>In a particularly elevated tone, Picardo even denied Spain&#8217;s historical legitimacy to claim Gibraltar. <strong>\u201cSpain gave away Gibraltar 300 years ago in perpetuity by binding, international Treaty\u201d and, as such, \u201cthere is no legal or political right to ask for Gibraltar back now,\u201d<\/strong> he proclaimed. \u201cJust because a third party now asserts a bare claim to our territory, this does not mean that there is a \u2018sovereignty dispute\u2019 in relation to Gibraltar,\u201d he warned. \u201cThere is no outstanding dispute. There is only the inalienable right of the people of Gibraltar to decide the future of our territory,\u201d he said.<\/p>\n<p>&nbsp;<\/p>\n<p>Therefore, Picardo insisted that it should be \u201cexclusively\u201d the Gibraltarians who \u201cdecide Gibraltar\u2019s future\u201d because \u201cthis is our inalienable right under international law, and this Committee should acknowledge this and deal with it.\u201d <strong>\u201cGibraltar belongs to the Gibraltarians. Full stop. And if anyone doesn\u2019t like it, they can lump it,\u201d <\/strong>he said.<\/p>\n<p>&nbsp;<\/p>\n<p>Fabian Picardo also alluded to \u201cthe complexities of the negotiations for a treaty between the United Kingdom and the European Union\u201d and said that Gibraltar&#8217;s desire is to reach an agreement that allows \u201c<strong>the most fluid movement of people and goods between us and the EU and Spain<\/strong> in a manner that delivers massive mutual benefit, securing our economic stability and growth and spreads prosperity to the people of the region around us.\u201d \u00a0\u201cBrilliant teams of tenacious and committed officials from the EU Commission, the United Kingdom, Spain and Gibraltar have worked for more than 20 months to seek to deliver a treaty that will enable us all to win and none to loose,\u201d he stressed.<\/p>\n<p>&nbsp;<\/p>\n<p>However, he warned, Gibraltar&#8217;s objective is that the outcome of the negotiations is also \u201ca treaty that respects our past\u201d and that \u201cdoes not compromise one iota of our sovereignty\u201d, because <strong>\u201cour homeland is not, nor will it ever be, a bargaining chip on any negotiating table.\u201d<\/strong> \u201cAs long as we are in Government, there will be no concessions on our sovereignty,\u201d he
