Congratulations to both countries,&#8221; he concluded.<\/p>\n<p>&nbsp;<\/p>\n<p>Speaking upon his arrival in Brussels (where the Western Balkans Summit was also held yesterday), the head of the Executive assured that <strong>Spain &#8220;sees with good eyes&#8221;
