The film is a moving tribute to the struggle of the victims of the 9\/11 attacks. In the aftermath of the 2001 attacks on the World Trade Center and the Pentagon, Congress appoints attorney Kenneth Feinberg (Michael Keaton) to head the 9\/11 Victims Compensation Fund. But how can he put a value on the lives lost? Caught between lawyers who want to sue and airline lobbyists who want to settle, Feinberg must negotiate with the victims’ families.
