What financial and political instruments will be used to achieve it? How important is cohesion and convergence for this objective? Can it be achieved without deepening European cooperation in the health sector? How will it be reflected in industrial policies? And can Portugal and Spain play a leading role in building this resilience in each of the countries and at the European level?
