Yesterday, the Minister of Foreign Affairs, José Manuel Albares, chaired for the second time the Board of Trustees of the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP), which has modified its mandate to incorporate foreign action into its usual cooperation work. international in matters of administration and public policies.
The headquarters of the Ministry of Foreign Affairs in the Santa Cruz Palace yesterday hosted the meeting of the Board of Trustees, in which its statute was updated in accordance with the mandate established in the new Law 1/2023, of February 20, on Cooperation for Sustainable Development and Global Solidarity.
José Manuel Albares assumed the presidency of the FIIAPP on January 26 with the aim of giving more weight to the contribution of this foundation to Spanish foreign action and to recognize “its role as a facilitator of international cooperation of Spanish public administrations,” as reported by the FIIAPP at the time.
As a consequence of this change, the head of the Ministry of Foreign Affairs began to assume the presidency instead of the first vice-presidency of the Government and the Board of Trustees consolidated on February 29 the incorporation of the four Ministries “with the greatest international projection” (Foreign, Interior, Inclusion and Justice) and the entire leadership of the Ministry of Foreign Affairs (the four State Secretaries and the director of the AECID).
With this new framework of action, the Board of Trustees yesterday modified the mandate of the FIIAPP so that it goes beyond the “framework of development cooperation to also be configured as an instrument of external action at the service of the public sector, within the framework of Law 2/2014, of March 25, on the Action and Foreign Service of the State”, which includes the set of actions of public bodies, organizations and entities abroad, which it provides with internal coherence.
According to the new statute, the FIIAPP will continue to support public policy reform processes and the development of institutional capacities in third countries and policy dialogue mechanisms, but will also assume “an important function of innovation in public policies, governance and public management through the internationalization of the public sector and its institutions.”
“The Foundation will specialize in the promotion and management of the participation of public administrations and their organizations in Spanish and European cooperation programs and projects, directing these actions towards sustainable development results, as established in article 33 of Law 1 /2023, of February 20, Cooperation for Sustainable Development and Global Solidarity”, says the new text.
“The Board of Trustees of the Foundation continues to reform in line with the changes introduced since, in February 2024, the presidency was assumed by the Minister of Foreign Affairs, European Union and Cooperation, giving a more prominent role to the permanent commission and integrating new members,” continued the FIIAPP. The statute will be processed as a royal decree in the coming weeks.
