On April 5, the Cooperation Agreement on Science and Technology between Spain and the Republic of Kazakhstan came into force, as published this week in the Official State Gazette (BOE).
The signing of this agreement took place in Madrid on July 5, 2021, prior authorization from the Council of Ministers on April 30, 2015, by the then Minister of Foreign Affairs, Arancha González Laya, and the Deputy Prime Minister and Minister of Foreign Affairs of Kazakhstan, Mukhtar Tileuberdi, on the occasion of the latter’s official visit to Spain. The text was sent to the Parliament in February 2022.
Its purpose is to provide a legal framework, in line with the current moment, for relations in the field of science and technology between the two countries, “because, although there was an Agreement on Cultural, Educational and Scientific Cooperation, dated of October 27, 1997, the potential for cooperation with Kazakhstan made it advisable to sign a specific agreement on scientific and technological cooperation,” the Government noted.
“This agreement establishes an adequate framework for collaboration in scientific and technological matters between both countries and constitutes a vehicle for rapprochement that will allow bilateral relations to be established in the future on specific scientific and technological matters of common interest,” it continued.
The two parties undertake not to transfer scientific and technical information or documentation obtained as a product of the activities carried out jointly within the framework of the agreement to third parties. The agreement will have a duration of five years, automatically renewable for successive periods, unless otherwise notified.
