Spain and Rwanda sign two agreements on higher education and diplomatic training

The Minister of Foreign Affairs, José Manuel Albares, received yesterday at the Ministry’s headquarters in Madrid his counterpart from Rwanda, Vincent Biruta, with whom he signed two agreements on higher education and diplomatic training.

 

“I receive the Minister of Foreign Affairs of Rwanda, Vincent Biruta, in Madrid,” Albares reported through his official account on the X social network. “We have addressed our bilateral relations and cooperation, which we reinforced with the signing of two agreements on education higher education and diplomatic training,” he continued. “Spain, committed to stability and development in Africa,” he concluded.

 

Biruta’s last visit to Madrid took place in December 2020, when he was received by the then Minister of Foreign Affairs, Arancha González Laya, with whom he signed a Memorandum of Understanding to establish a framework for political consultations in order to deepen the dialogue. and cooperation between both countries. In addition, the Rwandan minister was in Córdoba in June 2023 to participate in the meeting of the Aqaba Process, an initiative of King Abdullah II of Jordan in favor of peace in the Middle East and against terrorism.

 

Relations between Spain and Rwanda are governed by the General Cooperation Agreement of February 27, 1989. In addition, the two countries signed an agreement on air transport in December 2018. Rwanda appears as a priority country in the economic field in the Africa Focus 2023 , the action program of the Third Africa Plan of the Spanish Government, due to the thrust of its economy in the sub-Saharan Africa region and its good macroeconomic management.
