The diplomat Cecilia Robles Cartes will replace Fernando Fernández-Arias as head of the Directorate-General for the United Nations, International Organisations and Human Rights, reliable sources told The Diplomat.
Fernández-Arias, who has extensive experience in UN matters, was appointed to the post by the previous Minister of Foreign Affairs, Arancha González Laya, in January of this year, after having been director of the Diplomatic School.
With his replacement, the current Foreign Affairs minister, José Manuel Albares, will have changed the vast majority of senior officials appointed by his predecessor or who came from previous teams.
To fill the post of director general of the United Nations, Albares has chosen Cecilia Robles, who until a couple of months ago was deputy consul in Brussels. Her appointment could take place at today’s meeting of the Council of Ministers.
Previously, Robles was posted to the Permanent Representation of Spain to the UN in New York. She was also head of area in the Human Rights Office at the Ministry of Foreign Affairs. She entered the diplomatic service in 1997 and has held posts in Angola and Mauritania, as well as having been advisor for Inter-American Affairs at the Directorate General for Ibero-America.
