The Council of Ministers has appointed Miguel de Lucas, former director of the Sefarad-Israel Center, as Spain’s ambassador to Lebanon. He will arrive in Beirut amidst the uncertainty created by the escalation of Israeli military actions against its northern neighbors and the ongoing bilateral peace negotiations.
Miguel de Lucas has been a diplomat since 1993. His first posting at the Ministry of Foreign Affairs was in the office of the Secretary of State for International Cooperation and Ibero-America. In 1994, he began a nine-year period abroad, starting in Nigeria, where he served as Deputy Head of Mission. He later served as Embassy Secretary for Consular Affairs in Paraguay and as Deputy Head of Mission and Director of the Spanish Cultural Center in Cameroon.
In 2003, he returned to Spain to take up the position of Area Manager for Southeast Asia, the Philippines, and the Pacific in the Directorate General for Foreign Policy for Asia. In 2007, he joined the Sephardic-Israeli Center as Director of International Relations, a position he held until 2009 when he was appointed Secretary General and, in 2013, Director General of the institution, a post he held for nine years until March 2022.
During those five years, he combined this responsibility with serving as Head of the Spanish Interministerial Delegation to the International Holocaust Remembrance Alliance and as a member of the Board of Trustees of the Pluralism and Coexistence Foundation. In April 2022, he was appointed Ambassador of Spain to the Hashemite Kingdom of Jordan.
To replace him in Jordan, the Council of Ministers has appointed José Luis Pardo as Ambassador to Amman. A graduate in Law from the University of Salamanca and with a Master’s degree in EU Law from the College of Europe (Bruges), he joined the diplomatic service in 1993.
He has held numerous positions at the Ministry of Foreign Affairs, including Deputy Director General for Foreign Relations and EU Trade Affairs (2007-2014) and Ambassador on Special Mission for Migration Affairs (2017-2022). Abroad, he has served as Deputy Head of Mission in Libya (1996-1999) and Jordan (1999-2002), as well as Counselor in Berlin (2002-2005). He was Spain’s Ambassador to Niger (2014-2017) and, since August 2022, has been Spain’s Ambassador to Malaysia and Brunei Darussalam.
