The Diplomat

The Spanish Ministry of Defense and the Iraqi Counterterrorism Service (CTS) signed a Memorandum of Understanding (MOU) on Wednesday, January 14, for counterterrorism training.
According to the Ministry of Defense, the agreement guarantees the continuity of Spanish support in Iraq, where the International Coalition's Operation Inherent Resolve against Daesh is scheduled to conclude its activities in the country by September 2026. Among other points, it will provide legal certainty and stability to the advisory and support activities of Spanish military personnel in Iraq. "The signing of this memorandum, which addresses such a sensitive and strategic area, highlights that Iraq is a key country for Spain, and is further proof of its commitment to global institutions and security," the Ministry added. The ceremony took place at the Ministry of Defense headquarters, with the signing of the document by the Chief of the Defense Staff (JEMAD), Admiral General Teodoro López Calderón, and the Director of Iraqi Intelligence and Counterterrorism, General Karim Aboud Mohammed Al-Tamimi. Also present were the Minister of Defense, Margarita Robles, and the Iraqi Ambassador to Spain, Salih Husain Ali Ali.
