The Diplomat

The Andalusian Regional Government has approved its first Foreign Action Strategy and Strategy for the European Union, which will provide the autonomous community, for the first time, with a comprehensive, coordinated, and stable framework to project its presence in the world and establishes a common roadmap for all regional ministries, with challenges, priorities, and objectives in international affairs.
The Strategy, approved this Wednesday by the Governing Council for the period 2025-2030, “stems from the clear conviction that Andalusia, due to its population, economy, culture, and strategic position, possesses an undeniable international dimension that must be managed with a long-term vision, coherence, and ambition,” the Regional Government stated in a press release. This document, it continued, is the result of six years of work in which “Andalusia’s international presence has been intensified, institutional relations have been strengthened, and economic and cultural internationalization has been promoted.” The Foreign Action Strategy has been developed by the Ministry of Tourism and Foreign Action through the General Secretariat for Foreign Action and the European Union, with the collaboration of all the ministries. It integrates the economy, culture, education, health, tourism, innovation, industry, and cooperation, and also incorporates the international agenda of the President of the Regional Government of Andalusia, Juanma Moreno, who leads this government policy. The central objective of the document is to enhance Andalusia's presence, influence, and opportunities on the international stage, strengthen the global projection of its culture, expand its role in European decision-making, optimize the acquisition of EU funding, and consolidate its leadership in the energy transition, sustainability, and the fight against climate change. Likewise, the strategy reinforces the value of Andalusian heritage, its university system, its business sector, and the talent of its citizens both within and outside the region. It also includes an action plan with legislative and budgetary measures that will transform this roadmap into tangible results for the people of Andalusia. In parallel, the new framework positions Andalusia as a more influential region in Brussels and European institutions, more recognized in the Mediterranean and North Africa, with a stronger presence in Latin America, and more attractive for international investment along the Atlantic axis, in Asia-Pacific, and in Arab countries. “With this strategy, Andalusia reaffirms its ambition to be a strong, open, modern, and influential community, and to occupy the place it deserves on the global stage,” the Regional Government concluded.
