Jordi Colgan, new Director General of Economic Diplomacy at Foreign Ministry

The Council of Ministers appointed Jordi Colgan this Tuesday to the position of Director General of Economic Diplomacy at the Ministry of Foreign Affairs. He replaces Ana Esmeralda Martínez Sáez, who held the position since 2021.

Holding a degree and Master’s degree in Business Administration and Management from ESADE in Barcelona and a Master’s degree in International Management from the University of Cologne, Germany, Colgan joined the Higher Corps of Commercial Technicians and State Economists in 2014, after several years in the private sector. He specializes in EU economic affairs and European funds.

He began his career at the Public Treasury, where he worked on European financial affairs. He was seconded to the European Commission from 2015 to 2018 at the Eurogroup Secretariat. Upon his return, he served as economic advisor to the President of Airef and to the Minister of Inclusion, Social Security, and Migration (2019-2021).

Within this same Ministry, he was appointed Deputy Director General for Economic Management and European Funds at the State Secretariat for Migration (2021-2023). Since 2023, he has served as Deputy Director General for Programming of the Recovery and Resilience Plan at the Ministry of Finance.

The Spanish Directorate General for Economic Diplomacy (DGDE) is the governing body of the Ministry of Foreign Affairs responsible for formulating and implementing foreign policy in the field of international economic relations and participating in the development of plans for projecting Spain’s economic image abroad. It is also responsible for the negotiation and internal processing of international, bilateral, and multilateral agreements related to its areas of responsibility.

In addition, the Council of Ministers has appointed Mencía de Silos Manso de Zúñiga Spottorno to the position of Ambassador on the Special Mission for Global Health.

With a Master’s degree in International Relations from SAIS-Johns Hopkins University, Mencía de Silos Mando de Zúñiga joined the diplomatic service in 2008. Abroad, she served as Deputy Chief of Staff at the Spanish Embassy in Finland, where she also handled scientific affairs, from 2021 to 2025, and previously as Head of Consular, Cultural, and Administrative Affairs at the Spanish Embassies in Vietnam (2016-2019) and Norway (2012-2016).

Previously, in Spain, she held the positions of Advisory Member at the Directorate-General for Africa, Head of Area at the Directorate-General for Communication, Public Diplomacy, and Networks, and Technical Advisor for Regional Affairs at the Directorate for Cooperation with Africa of the AECID (Association of Spanish Nationalities and Communities). She has also served as Secretary of the Selection Board for Diplomatic Service Competitions. She also worked for seven years in the private sector as a journalist and translator.
