<h6><strong>Eduardo González</strong></h6> <h4><strong>The President of the Government Pedro Sánchez will participate this week in the fourth Ukraine Recovery Conference (URC), which will take place in Rome and bring together nearly 80 leaders and around 500 companies from around the world.</strong></h4> The Ukraine Recovery Conference, co-organized by Italy and Ukraine and with the participation of governments, parliaments, international organizations, businesses, local communities, and civil society, will be held on July 10 and 11 at the La Nuvola Convention Center in Rome. This is the fourth edition of the series of high-level annual conferences launched by the international community since the Russian invasion in 2022 to support Ukraine's rapid recovery and long-term reconstruction, following those held in Lugano (2022), London (2023), and Berlin (2024). During an address to the Parliamentary Assembly of the Council of Europe (PACE), Ukrainian President Volodymyr Zelenskyy reported on June 26 that the leaders of Ukraine's key partner countries, representatives of international financial institutions, and major companies had been invited. According to Zelenskyy, the objective of the conference is to coordinate a clear roadmap to rebuild not only the infrastructure, but also the economy, social services, the energy system, and legal institutions. The event is expected to conclude with concrete announcements regarding the creation of new international funds, the signing of memoranda, and the launch of reconstruction programs in the most affected areas of Ukraine, including Kharkiv, Kherson, and Donetsk oblasts. “The reconstruction of Ukraine is a major challenge, and Italy is at the forefront,” Italian Foreign Minister Antonio Tajani declared this week. He confirmed that the conference will be attended by more than 90 countries, including nearly 80 heads of state and government and ministers. “It will be the largest political initiative of the year dedicated to the recovery and reconstruction of Ukraine,” he added during a speech in the Senate. Specifically, according to the organizers, approximately 1,800 participants are expected, including at least 77 heads of state and government, and some 500 companies will be invited: 150 from Germany, 150 from Ukraine, and 200 from other countries. As at previous conferences, the European Union will be present through its institutions and Member States. During the conference, participants will make concrete commitments based on the so-called "Four Berlin Dimensions" for Ukraine's recovery, modernization, and reform process: "the Business Dimension, the Human Dimension, the Local and Regional Dimension, and the EU Dimension," according to the Italian Ministry of Foreign Affairs, the host country. Specifically, the Business Dimension will address mobilizing the private sector for reconstruction and economic growth and seek to create an enabling environment for private investment, addressing key issues such as security, access to finance and insurance, and regulatory simplification. The Human Dimension will focus on social recovery, including the reintegration of internally displaced persons, refugees, and veterans, and on enhancing human capital for Ukraine's future. The Local and Regional Dimension will focus on the rehabilitation of municipalities and regions, making local and regional authorities the protagonists of the reconstruction process. Finally, the EU Dimension will address Ukraine's accession process to the European Union and the reforms needed to align Ukrainian policies and institutions with European standards, fostering long-term economic and social progress. In addition, according to the organizers, these Four Dimensions will also address other important cross-cutting issues, such as macroeconomic stability, resilience and security, infrastructure, housing, energy, climate protection, green recovery, culture, healthcare, gender issues, education, the environment, science, technology, innovation, and disabilities.
