The Government ratifies the new Strategic Partnership Frameworks with UNFPA and UN Women

The Diplomat The Council of Ministers approved on Tuesday the acknowledgment of the new Strategic Partnership Frameworks between Spain and the United Nations Population Fund (UNFPA) and with UN Women. As the Government recalled, “Strategic Partnership Frameworks (SPFs) constitute the instrument through which Spanish Cooperation establishes the political and strategic framework for its relationship with priority multilateral organizations, aligning the strategic priorities of both parties and strengthening political dialogue, predictability, and the effectiveness of multilateral cooperation.” On the one hand, the new Spain-UNFPA Strategic Partnership Framework 2026-2029 continues the collaboration between the two parties since 2005. The agreement is structured around three priority areas: sexual and reproductive health and rights, the elimination of all forms of gender-based violence and harmful practices, and demographic dynamics, censuses, and data management. Furthermore, the Framework incorporates, across all areas, feminist cooperation, an intersectional and human rights-based approach, the fight against poverty and inequalities, environmental and climate sustainability, and the triple nexus approach between humanitarian action, development, and peace. The Spain-UNFPA Strategic Partnership Framework 2026-2029 was signed in Madrid on June 2, 2026, by the Minister of Foreign Affairs, José Manuel Albares, and by the United Nations Under-Secretary-General and UNFPA Executive Director, Diene Keita. Furthermore, the new Spain-UN Women Strategic Partnership Framework 2026-2029 continues the collaboration between the two parties since 2005. The Framework establishes three priority areas: women's economic empowerment, the elimination of all forms of violence against women and girls, and women's political participation and leadership. In addition, the Framework incorporates, across all sectors, feminist cooperation, a human rights-based approach, the fight against poverty and inequalities, an intersectional approach, climate justice, and the strengthening of gender data and statistics. The Spain-UN Women Strategic Partnership Framework 2026-2029 was signed in Madrid on June 3, 2026, by Albares and by the United Nations Under-Secretary-General and Executive Director of UN Women, Sima Bahous.
