European Parliament backs the Modernized Global Agreement EU-Mexico on the eve of the meeting between the King and Sheinbaum

The Diplomat The European Parliament's Foreign Affairs and International Trade committees endorsed the Modernized Global Agreement with Mexico on Tuesday, a text that has consistently enjoyed the support of the Spanish government. The European Parliament's decision, which brings the agreement closer to entering into force, comes on the eve of the bilateral meeting between Mexican President Claudia Sheinbaum and King Felipe VI, scheduled for this Thursday in Mexico, which is expected to put an end to the recent diplomatic disagreements between the two countries. The agreement was finalized in January 2025. In September of the same year, the European Commission presented its proposals for the signing and ratification of the text, thus initiating the formal political process before its entry into force. The treaty now awaits approval from the European Parliament and the member states. Once in force, the Modernized Global Agreement (MGA) between the EU and Mexico will replace the current framework and boost EU agri-food exports by eliminating high tariffs. It will also make it easier for EU companies to bid on government contracts in Mexico and strengthen climate protection and labor rights through greater cooperation and enforceable commitments. According to the European Parliament, the agreement will also provide additional benefits for small businesses through simplified rules and procedures and enable a more secure supply of materials critical for the green and digital transitions. Furthermore, the agreement will eliminate high tariffs with Mexico on products such as cheese, pork and poultry, pasta, wine, apples, and chocolate, extending protection to 567 European geographical indications. In the attached resolution, adopted by 57 votes in favor, 14 against, and 13 abstentions, MEPs state that, in the most ambitious scenario, total EU exports of goods and services could increase by 75 percent, while EU companies could save up to €100 million per year in customs duties. In an increasingly fragmented geopolitical landscape, MEPs warn that the strategic partnership between the EU and Mexico is vital to upholding a rules-based international order and promoting multilateralism. In particular, the European Parliament highlights that the Multilateral Agreement on Global Cooperation (MGA) includes a binding commitment to democratic principles, the rule of law, and fundamental human rights. The agreement strengthens institutional dialogue on the protection of civil society actors, journalists, and human rights defenders. It also enhances cooperation to strengthen judicial independence, promote good governance, and increase transparency. Furthermore, it establishes joint actions against corruption, money laundering, and organized crime.
