Spain announces €50 million in new aid to Ukraine

Eduardo González Spain has pledged a new contribution of €50 million to the PURL program, NATO's joint arms procurement mechanism from the United States to assist Ukraine, Foreign Minister José Manuel Albares announced on Friday. "We are at a crucial moment for Euro-Atlantic security, facing what is the greatest global crisis of this century," Albares told the media on the occasion of his participation in the North Atlantic Council ministerial meeting held in Helsingborg, Sweden. "Russia's aggression against Ukraine continues," he reiterated. "Yesterday (Thursday) we held a NATO-Ukraine Council meeting in which we reaffirmed our full support for Ukraine, and in that regard, Spain has pledged an additional €50 million to the PURL mechanism to guarantee Ukrainian defense," he announced. According to the Ministry of Foreign Affairs, Spain was, in 2025, the eighth largest contributor of military aid to Ukraine among NATO allies. In October 2025, Prime Minister Pedro Sánchez announced Spain's inclusion in the Prioritized Ukraine Requirements List (PURL), a NATO mechanism to assist Ukraine through the joint procurement of weaponry from the United States. "Currently, major air defense components are manufactured in the United States," Sánchez stated to justify the decision. "Hopefully, in the future, strategic autonomy" will allow them to be produced in Europe, he added. Furthermore, Albares emphasized this Friday the need to address the southern neighborhood, "a concept that Spain introduced into NATO's strategic framework during the Madrid summit" in 2023 and which is "extraordinarily worrying and must also be on our minds." The minister also addressed, without directly mentioning the US criticism of the Atlantic Alliance for not assisting it in its military campaign in Iran (“Euro-Atlantic unity, NATO unity, remains fundamental,” he insisted) and more specifically of Spain for not committing to raising military spending to five percent of GDP, as demanded by US President Donald Trump and agreed upon by the other allies at the last NATO Summit, held in The Hague in June 2025. “Spain is a partner absolutely committed to Euro-Atlantic security,” Albares affirmed. “There are 2,000 soldiers currently deployed on the western flank, also guaranteeing the security of the Baltic skies, in Slovakia, in Romania, and on missions in the Mediterranean,” he continued, adding, “We are also leading the NATO mission in Iraq, which we are currently leading with a Patriot battery in Turkey.” “We are fulfilling our commitments to defense spending as agreed in Wales,” he asserted, referring to the two percent increase agreed upon at the 2014 NATO Summit, “and we are also delivering the necessary capabilities.” “Therefore, Spain is a key ally, committed to Euro-Atlantic security and to the security of the western flank and the southern neighborhood,” he concluded. Ministerial meeting At the ministerial meeting (the last meeting of the Alliance's foreign ministers before the Ankara Summit next July), which was also attended by Ukrainian Foreign Minister Andriy Sybiha and the High Representative of the European Union, Kakha Kallas, the main issues on the organization's agenda were addressed, such as the war in Ukraine, relations with partners in the southern neighborhood, and the need to strengthen cohesion among NATO members. They also called for "reopening the Strait of Hormuz in accordance with international law." In his remarks, the minister warned that, "at a time of unprecedented international crisis due to Russia's war of aggression against Ukraine and the situation in the Middle East, the need to strengthen cohesion among allies is greater than ever." “As Spain has been advocating, we need to take decisive steps to make Europe stronger,” Albares continued, as quoted in a press release from the Ministry. On the sidelines of the meeting, the minister held meetings with his counterparts from Canada, the Netherlands, the Czech Republic, the United Kingdom, and Turkey, in which they discussed bilateral and international issues, such as multilateralism, collective security, and cooperation in the security and defense industry.
