AECID offers €300 million to NGOs to subsidize sustainable development agreements

Eduardo González The Council of Ministers authorized on Tuesday, May 5, the call for proposals from the Spanish Agency for International Development Cooperation (AECID) for grants to non-governmental development organizations to carry out cooperation agreements for sustainable development and global solidarity for the period 2026-2029, with a maximum amount of €300 million. For the 2026 fiscal year, an estimated maximum of €75 million is planned, and the maximum amount planned for the remaining years will be €75 million in each fiscal year (2027, 2028, and 2029), subject to the availability of funds. This call for proposals will subsidize agreements aimed at developing actions in three areas: sustainable development agreements for development in the geographic areas and sectors prioritized in the call; Humanitarian agreements to “protect lives, alleviate human suffering, and meet basic needs in the face of crises of natural, environmental, or human origin”; and agreements on education for sustainable development and global citizenship to “promote a model of global citizenship capable of contributing to the fight against poverty and the promotion of the development of peoples, from a human rights perspective, and for the promotion of fair trade.” The sustainable development agreements may be implemented in partner countries of the Spanish Cooperation under the 2024-2027 Master Plan: Bolivia, Colombia, Ecuador, Paraguay, Peru, Costa Rica, Cuba, El Salvador, Guatemala, Haiti, Honduras, Nicaragua, Dominican Republic, Cape Verde, Ethiopia, Guinea-Bissau, Equatorial Guinea, Mali, Mozambique, Niger, Senegal, Egypt, Philippines, Jordan, Lebanon, Morocco, Mauritania, Palestine, and Tunisia. In addition, humanitarian action agreements may be implemented in Ethiopia, Mali, Niger, Mauritania, Colombia, Ecuador, El Salvador, Guatemala, Honduras, Haiti, Mexico, Venezuela, Algeria, the Philippines, Lebanon, Palestine, Syria, and Ukraine. It also includes regional agreements in priority regions for Spanish Cooperation: Latin America and the Caribbean (divided into South America, and Mexico, Central America, and the Caribbean), West Africa and the Sahel, and North Africa and the Middle East. These regional agreements may focus on either sustainable development or humanitarian action. The Council of Ministers' decision is part of the five calls for proposals that the Spanish Agency for International Development Cooperation (AECID) will offer in 2026, valued at more than €375 million. Three of these calls, as in previous years, are aimed at development cooperation projects, humanitarian actions, and innovation and knowledge initiatives, with a total budget of €75 million (ten million less than in the 2025 call). In addition, among the main new developments for 2026 is the call for proposals approved this Tuesday by the Council of Ministers. This fifth call for proposals is for a line of grants for actions and projects related to advanced technical cooperation in the areas of memory, peacebuilding, and conflict resolution in Latin America and the Caribbean, within the framework of the Democracy Program, with a budget of 1.5 million euros.
