The Government submits to Parliament the agreement with Uruguay on security and organized crime, signed by Sánchez and Orsi

The Diplomat The Council of Ministers submitted to the Spanish Parliament on Tuesday the Agreement between the Kingdom of Spain and the Eastern Republic of Uruguay on security and the fight against transnational organized crime, while also authorizing Spain's expression of consent to be bound by said Agreement. The Agreement was signed in Montevideo on July 22, 2025, by the Prime Minister, Pedro Sánchez, and the President of Uruguay, Yamandú Orsi, during the Prime Minister's official visit to the South American country, part of a tour that began in Chile and concluded in Paraguay. The purpose of this international treaty, according to the Council of Ministers, is "to strengthen, deepen, and develop police cooperation between the two countries, as well as to prevent and curb terrorism and organized crime through mutual collaboration." Cooperation between Spain and Uruguay must adhere to their respective national laws and the international commitments undertaken by both parties, and be “guided by the principles of equality, reciprocity, and mutual assistance,” the statement added. “Organized crime in all its forms is one of the most serious problems facing the international community,” the statement noted. “Controlling illegal immigration and related crime, including human trafficking, is a concern that directly affects fundamental principles related to human dignity, as well as the economic and social conditions that the State must uphold,” it continued. “Likewise, the fight against international terrorism and international drug trafficking necessitates greater cooperation between States,” it added. During that official visit, Sánchez and Orsi also signed an agreement to establish annual bilateral political consultations, along with several other agreements on cooperation for sustainable development, consular, diplomatic, and cultural cooperation, and gender equality.
