The Government authorizes a voluntary contribution of €800,000 to the OECD

The Diplomat The Council of Ministers authorized this past Tuesday a voluntary contribution from Spain to the Organisation for Economic Co-operation and Development (OECD) in the 2026 financial year, for a total amount of 800,000 euros. “The Organisation for Economic Co-operation and Development is an international organization whose objective is to promote policies that foster prosperity, equality, opportunity, and well-being for all people,” the Council of Ministers stated. “The institutional relationship between Spain and the OECD is based on Spain’s participation in its various committees and associated institutions,” it added. The breakdown of the €800,000 contribution is distributed as follows: €387,500 to the Development Cooperation Directorate (DCD) and the Development Assistance Committee (DAC), an organization funded by contributions from its 32 member states and whose objectives are to promote the coordination, effectiveness, and adequate financing of international efforts for the economic and social development of developing countries; and €412,500 to the Development Centre (DEV), which is funded by contributions from its member states and serves as a forum for dialogue between OECD member and non-member countries on economic and social development policies. Contributions to the evaluation Furthermore, the Council of Ministers has approved a voluntary contribution from Spain to the Multilateral Organisation Performance Assessment Network (MOPAN) for the 2026 fiscal year, amounting to €283,000. MOPAN is a network of member countries of multilateral development organizations that share a common interest in evaluating the effectiveness of the multilateral organizations they fund. Its mission is to strengthen the contribution of these organizations to sustainable development and humanitarian outcomes by generating, analyzing, and presenting relevant and credible information on the organizational and development-promoting effectiveness of multilateral organizations. Members contribute equal annual dues to fund the evaluations, products, and operations of the MOPAN Secretariat. Since 2013, the Secretariat has been located at the headquarters of the OECD's Development Cooperation Directorate in Paris under a formal agreement. The contribution covers Spain's membership in the network and entails a financial commitment to the OECD for the duration of the current Memorandum of Understanding, which establishes the equal annual contribution for all members, currently €283,000 per year. Furthermore, the Memorandum of Understanding stipulates that the contribution will be administered by the OECD according to its financial regulations. The Council of Ministers has also authorized a voluntary contribution from Spain to the United Nations Sustainable Development Systems Evaluation Office (SWEO) for fiscal year 2026, amounting to €90,000. The United Nations Sustainable Development Systems Evaluation Office (SWEO) is responsible for providing independent evaluations to strengthen collective learning and accountability, as well as conducting system-level evaluations that provide evidence on the UN development system's contribution to achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). In this regard, the Council of Ministers recalled that the Spanish Cooperation Master Plan 2024-2027 expressly recognizes the importance of evaluation as a tool for learning, transparency, and improving the quality of cooperation. “Moving towards collaboration with SWEO is consistent with the commitments made by Spain in the new Strategic Plan, and strengthens its capacity to have a global impact, learn collectively, and be more effectively accountable within the framework of international development cooperation,” he added. UN Global Compact Finally, the Council of Ministers approved a voluntary contribution from Spain to the United Nations Global Compact for 2026, amounting to €75,000. The UN Global Compact is a United Nations initiative on corporate sustainability worldwide, bringing together more than 25,000 participating companies and organizations in over 160 countries. Its aim is to encourage companies to align their strategies and operations with ten universal principles on human rights, labor standards, the environment, and anti-corruption, and to support the achievement of the Sustainable Development Goals. The voluntary contribution is intended to support the overall functioning of the United Nations Global Compact and its work to raise corporate sustainability standards globally, promoting the integration of the Sustainable Development Goals into private sector strategies and strengthening the role of businesses in respecting human rights, decent work, protecting the environment and fighting corruption.
