Eduardo González The Ministry of Foreign Affairs has appointed Juan Alvar Merino as Chief of Staff to the State Secretary for Ibero-America and the Caribbean and Spanish in the World, Susana Sumelzo. As published in the Official State Gazette (BOE) on March 5, Merino replaces Daniel Losada Millar, who was appointed Special Envoy to Sudan by the Council of Ministers on February 24, at the proposal of the Minister of Foreign Affairs, José Manuel Albares. Losada had been in charge of the cabinet since December 2023. Juan Alvar Merino served until now as deputy consul in charge of the Civil Registry at the Spanish Consulate in Buenos Aires, which meant he had firsthand experience with the implementation of the Democratic Memory Law, known as the “Grandchildren Law,” in effect from October 2022 until October 2022. This law allowed access to Spanish nationality for people who were unable to obtain it between 2008 and 2011 under the 2007 Historical Memory Law. The five consulates in Argentina accounted for 40% of the total applications.
