Foreign Ministry presents the third National Action Plan for Women, Peace and Security this Monday

Eduardo González Foreign Minister José Manuel Albares will present the third National Action Plan for Women, Peace and Security (2025-2030) this Monday, March 2nd. This plan follows the two previous ones from 2007 and 2017 and aims to build peace through “inclusive participation and the effective protection of the civilian population, especially women and girls.” The event, held at the Ministry headquarters on Marqués de Salamanca (Madrid), will consist of the Minister's presentation of the plan and two panel discussions on Spain's contributions to this area and the challenges of the Women, Peace and Security Agenda, according to the Ministry of Foreign Affairs. Spain has adopted two national action plans on Women, Peace and Security to date, in 2007 and 2017. The first was approved in November 2007 by the government of the socialist José Luis Rodríguez Zapatero, within the framework of a foreign policy based on the defense of international peace and security and the fight against gender discrimination. Seven years earlier, on October 31, 2000, the United Nations Security Council had adopted a resolution (UNSC Resolution 1325), with the impetus of civil society, which emphasized the link between women's participation and international peace and security. However, since then, very few countries had translated this link into national action plans with clear objectives and appropriate mechanisms for their implementation. The second plan, for the period 2017-2023, was launched by the government of Mariano Rajoy, of the People's Party, in accordance with Sustainable Development Goal 5 of the 2030 Agenda (“Gender equality is not only a fundamental human right, but also a necessary foundation for a peaceful, prosperous and sustainable world”). This second plan, whose approval had been announced by Rajoy himself in October 2015, during his address to a United Nations Security Council debate on Women, Peace and Security within the framework of Spain's presidency of this body, included new objectives compared to the previous one, such as integrating a gender perspective into conflict prevention, management and resolution and peacebuilding; ensuring the meaningful participation of women in conflict prevention, management and resolution processes; guaranteeing the protection and respect for the human rights of women and girls in conflict and post-conflict situations; and effectively incorporating a gender perspective into the definition of specific measures for reparation and recovery for victims. The third plan In October 2025, Albares announced in Paris, during the fourth Conference on Feminist Diplomacy organized by the French Ministry of Foreign Affairs, that Spain would host the fifth Conference on Feminist Foreign Policy in 2026 and that, through the coordination of the Ambassador on Special Mission for Feminist Foreign Policy, Spain would soon have a new National Action Plan on Women, Peace and Security that “will strengthen institutional coordination and the participation of civil society in this area.” Finally, the third National Action Plan for Women, Peace and Security 2025-2030 was presented by Albares himself to the Council of Ministers on December 9, 2025, alongside the new Feminist Cooperation Strategy of the Spanish Cooperation Agency, within the framework of “Spain’s firm commitment to a comprehensive and feminist conception of peace” and with the objective of “building peace through prevention, dialogue, inclusive participation, and the effective protection of the civilian population, especially women and girls, who disproportionately suffer the consequences of armed conflict, sexual violence, and forced displacement.” This third plan, according to the Ministry of Foreign Affairs, “also seeks to strengthen feminist diplomacy and international cooperation with a gender perspective, including specific actions to address transnational threats that differentially affect women and girls, such as climate change, violent extremism, and violence facilitated by digital technologies.” The Spanish Strategy for Humanitarian Diplomacy 2023-2026, published by the Ministry of Foreign Affairs in 2023 (therefore, with Albares already as minister), advocates a “preventive diplomacy” approach that includes, among other objectives, guaranteeing the full participation of women in conflict prevention, mediation, and resolution processes, in line with UN Security Council Resolution 1325 (2000) and UN Security Council Resolution 2242 (2015) on “Women, Peace and Security,” adopted during Spain’s presidency of the UN Security Council. Furthermore, according to this same 2023 Strategy, the National Action Plan for Women, Peace and Security 2025-2030 includes several lines of action, among which the most notable are active participation in international forums (such as the Network of National Focal Points on Women, Peace and Security and the Security Council's Informal Group of Experts, created under the Spanish Presidency of the Security Council, and the Women for Peace and Humanitarian Action Fund) and “mainstreaming the gender perspective in all actions in the humanitarian field.” Likewise, the third plan advocates for the presence of gender specialists in United Nations, NATO and European Union peace and security operations and missions, gender equality training for the Armed Forces participating in these operations and missions, systematic condemnation and prosecution of sexual and gender-based violence in conflicts and the fight against trafficking in persons, especially women, girls and boys, in conflict situations, in accordance with Security Council resolution 2331 (2016), which Spain promoted.
