Albares announces he will appear before Congress to explain the treaty on Gibraltar following its official publication

Eduardo González Foreign Minister José Manuel Albares announced this thursday, February 26, that he will appear, at his own request, before the Congress to explain the details of the treaty on Gibraltar's future integration into the EU, the text of which was published that same day on the Ministry's website. "It is now public," the minister declared in a video posted on the Ministry's social media accounts. The historic treaty regarding Gibraltar is available on the Ministry of Foreign Affairs website and social media channels. “I have also just sent a letter to all the mayors of the Campo de Gibraltar region, the president of the Andalusian Regional Government, and all the economic and social stakeholders in the region, with whom I have met on numerous occasions to inform them of the agreement's content.” “I have requested to appear before Congress,” he announced. Last October, the minister appeared before Congress to explain the details of the EU-UK agreement on Gibraltar, dated June 11, 2025, a text that, he assured, will allow the end of “the last wall of continental Europe” without “compromising or renouncing Spain's position” on the Rock. “The Treaty guarantees the free movement of people and goods, which will especially benefit the 15,000 cross-border workers, and corrects imbalances and distortions in multiple areas such as indirect taxes and the environment,” Albares continued in the video released this Thursday. “Of course, “Spain maintains and protects its claim to sovereignty,” Albares affirmed. “In short, this historic treaty opens a new era of coexistence and opportunities for the 300,000 Andalusians in the Campo de Gibraltar. This agreement also marks a new chapter in the relationship between Spain and the United Kingdom—a historic treaty for the Campo de Gibraltar, for Andalusia, for Spain, and for Europe,” he concluded. The treaty provides for the removal of the border fence, establishes the free movement of people between the Campo de Gibraltar and Gibraltar, regulates the movement of goods through a system of harmonized controls in which Spain is responsible for customs inspections of goods entering Gibraltar, and establishes a framework for fiscal, environmental, and social cooperation. The EU-UK agreement on Gibraltar will complement the legal framework for EU-UK relations established by the Trade and Cooperation Agreement. Gibraltar is not included within the scope of the EU-UK Trade and Cooperation Agreement, signed in 2020 and in force since 2021.
