AECID seeks new general coordinators for cooperation in Senegal and Ethiopia

The Diplomat The Spanish Agency for International Development Cooperation (AECID) has announced openings for the positions of General Coordinator for the Spanish Cooperation Offices (OCE) in Senegal and Ethiopia. The resolution, signed on February 13 by the Director of AECID, Antón Leis, and published this Monday, February 23, in the Official State Gazette (BOE), establishes that the Spanish Cooperation Coordinators will be considered senior management personnel and their positions will be filled under employment contracts. In this case, the openings are for the positions of General Coordinator for the Spanish Cooperation Offices in Senegal and Ethiopia. The OCEs are organically attached to the Embassies and, under the direction of the Head of Mission and functionally dependent on AECID, ensure the coordination and, where applicable, the execution of cooperation resources within their jurisdiction. Within this framework, and under the direction of the ambassadors, the coordinators are responsible for managing the OCEs and the AECID’s cooperation programs in the corresponding country. They handle human and financial resources, participate in Joint Cooperation Commissions and in monitoring Partnership Frameworks with the countries where they are located, and provide support to Spanish institutions in matters of cooperation. Applicants must be Spanish citizens, not suffer from any illness or physical or mental limitations incompatible with the normal performance of the corresponding tasks or functions, not have been dismissed from service in any public administration or constitutional or statutory body of the Autonomous Communities through disciplinary proceedings, and not be absolutely or specially disqualified from public employment or office by judicial ruling. Furthermore, they must have demonstrable experience in the field of development cooperation of at least four years. Senegal and Ethiopia The AECID has had an Office of Cooperation in Dakar since 2004. Spanish Cooperation in Senegal is governed by the 2019-2023 Country Partnership Framework (CPF), whose strategic objectives are rural development, access to water and sanitation, and economic governance. Under this framework, Spain has significantly increased its contribution to Senegal, reaching approximately €128 million, a 125% increase compared to the previous period. In 2024, the OCE initiated negotiations with the Senegalese authorities to establish a new Partnership Framework for Sustainable Development between Spain and Senegal. It is anticipated that the contribution in grants will increase by around €180 million over the next five years. Furthermore, Ethiopia, the second most populous country on the African continent (128 million inhabitants in 2024) and ranked 176th out of 193 countries in the 2023 Human Development Index, was included in the 2009-2012 Spanish Cooperation Master Plan as a priority Partnership Country. The Basic Cooperation Agreement between Spain and Ethiopia was signed in Addis Ababa on January 30, 2007, and the Spanish Cooperation Office in Addis Ababa was inaugurated in 2008. In early 2023, the new Country Partnership Framework 2023-2027 was signed, a strategic instrument agreed upon with the Ethiopian Government that establishes the geographical and sectoral priorities for Spanish Cooperation in the country. The priority areas for Spanish Cooperation are the Oromia, Somali, and Afar regions, and the priority sectors of work for the AECID are health, rural development, and gender equality.
