Robles and Albares to speak at the third world summit on the military use of AI

The Diplomat The Minister of Defense, Margarita Robles, and the Minister of Foreign Affairs, José Manuel Albares, will speak at the third world summit on the Responsible Artificial Intelligence in the Military domain (REAIM), organized by Spain in coordination with the Governments of the Netherlands and the Republic of Korea, which will be held in A Coruña on February 4 and 5. Margarita Robles and the Mayor of A Coruña, Inés Rey, will speak at the summit's opening ceremony, which will bring together Ministers of Foreign Affairs and Defense, as well as representatives from governments, regional and international organizations, industry, academia, and civil society. The high-level closing session, in which José Manuel Albares will speak, will take place on February 5. The event will be organized by the Ministries of Foreign Affairs and Defense and the A Coruña City Council, with the support of the Ministry for Digital Transformation and Public Administration through the Spanish Agency for the Supervision of Artificial Intelligence (AESIA). The REAIM (Responsible Artificial Intelligence in the Military domain) initiative promotes the exchange of ideas among governments, regional and international organizations, industry, academia, and civil society, in order to promote the responsible use of artificial intelligence in the military sphere. Since the first REAIM summit, held in The Hague in February 2023, there have been significant technological advances and an increasingly widespread use of artificial intelligence on the battlefield. Currently, more and more states are developing national guidelines and principles for the use of artificial intelligence in the military sphere in order to address the challenges and take advantage of the opportunities offered by this technology. Participants at the meeting will address the progress achieved at the previous summits in The Hague and Seoul, as reflected in the Call to Action and Blueprint for Action documents. “Spain believes it is time to take concrete, practical, and realistic steps to translate the principles agreed upon at the two previous summits into effective and tangible measures,” the Ministry of Foreign Affairs stated in a press release. The third REAIM summit will take place at a time when artificial intelligence has ceased to be a technology of the future and has become an increasingly present reality in all aspects of human activity, with particular relevance in the military sphere. “Spain is firmly committed to international efforts for the responsible use of this technology. Therefore, the objective of this summit in A Coruña is to move towards realistic, concrete, and progressive measures that will allow the principles of the responsible use of artificial intelligence to be operationalized in the military environment,” the Ministry of Foreign Affairs stated in a previous press release in early December.
