The Council of Ministers appointed Miriam Álvarez de la Rosa and Carlos Aragón Gil de la Serna as ambassadors to Malta and Pakistan, respectively, on Tuesday, December 23.

Miriam Álvarez de la Rosa joined the Diplomatic Service in July 2000. She has served at Spanish embassies in Quito, NATO, Stockholm, Rabat, and Lisbon. From August 2021 to March 2025, she was Spain’s ambassador to the Islamic Republic of Mauritania.

In Madrid, she has held positions in the Directorate General for Security and Disarmament, the Office of the Secretary of State for the European Union, the Spanish Agency for International Development Cooperation, and the Directorate General for Foreign Policy, where she was Deputy Director General for International Security Affairs. Since April 2025, she has served as Ambassador on Special Mission for Human Rights, Democracy, and the Rule of Law.

Throughout her career, she has been decorated with the Officer’s Cross of the Order of Isabella the Catholic, the Officer’s Cross of the Order of Civil Merit, the Military Merit Cross with White Distinction, the Silver Cross of the Civil Guard, and is a Commander of the Order of National Merit of the Islamic Republic of Mauritania. She replaces José María Muriel Palomino, ambassador to Malta since December 2021.

For his part, Carlos Aragón Gil de la Serna joined the Diplomatic Service in 2001. He has served in Namibia, Norway, and Australia. Between 2014 and 2017, he held the position of Deputy Head of Mission at the Spanish Embassy in Iran, and subsequently, between 2017 and 2022, he was Deputy Head of Mission at the Permanent Representation of Spain to the International Organizations in Vienna.

In Spain, he served as head of the Department of Cooperation with Andean Countries and the Southern Cone at the Spanish Agency for International Development Cooperation (AECID) until 2014. Since 2022, he has held the position of Deputy Director General for Non-Proliferation and Disarmament at the Ministry of Foreign Affairs, European Union and Cooperation.

In this latter role, he has represented Spain at international conferences and forums on arms control, non-proliferation, and disarmament, and has carried out his responsibilities in the area of ​​export controls. He succeeds José Antonio de Ory, who has served as ambassador to Pakistan since July 2022.
