Foreign Minister José Manuel Albares presented the Foreign Action Report to the Council of Ministers on Tuesday, December 23. The report details the actions, achievements, and resources mobilized during 2024.
According to a press release from the Ministry of Foreign Affairs, Albares highlighted the fulfillment of planned commitments, reflected in the four pillars of the 2021-2024 Foreign Action Strategy.
In Europe, the Minister stated that Spain strengthened its support for Ukraine with the signing of a security and defense agreement worth €1 billion and led the European position on Gaza, upholding international law and recognizing the State of Palestine on May 28, 2024, “which has allowed other EU member states to move in the same direction.”
Regarding the promotion of multilateralism, Spain was elected to the Human Rights Council (2025-2027), the Giga Technology Centre was launched in Barcelona, and the city was chosen to host Mondiacult 2025. Furthermore, Spain defended the jurisdiction of the International Criminal Court in the investigation of Palestine and assumed the annual Chair of the UNRWA Advisory Committee.
In terms of strengthening bilateral relations, the Government approved the new Spain-Africa Strategy 2025-2028, and Spain hosted the Spanish-Portuguese Summit and a High-Level Meeting with Turkey. Spain also assumed the pro tempore secretariat for the organization of the next Ibero-American Summit in 2026.
Finally, regarding its commitment to development cooperation, the Ministry of Foreign Affairs promoted the International Conference on Financing for Development, held in Seville in June 2025, the Spanish Cooperation Master Plan 2024-2027, and the new Statute for Development Cooperation Workers. Furthermore, the Spanish Agency for International Development Cooperation (AECID) channeled over €37.5 million in humanitarian aid to Palestine and provided more than €100 million to Ukraine since the beginning of the conflict.
“Spain responded with a coherent foreign policy, characterized by its own identity, aimed at strengthening our capabilities and upholding cooperation, dialogue, and respect for international law,” stated Albares.
The report was prepared by the Ministry of Foreign Affairs in coordination with all ministerial departments, agencies, and public entities of the General State Administration with a presence abroad, as well as with the autonomous communities, autonomous cities, and local entities represented in the Spanish Federation of Municipalities and Provinces.
