The Diplomat

The Minister of Foreign Affairs, José Manuel Albares, held another meeting this Tuesday with the Ibero-American Secretary General, Andrés Allamand, with whom he reviewed the main objectives for the next Ibero-American Summit, which will be hosted in Madrid in 2026, and reviewed the pro tempore Secretariat assumed by Spain in 2024 at the conclusion of the summit in Cuenca, Ecuador.
During the meeting, held at the ministerial headquarters of the Viana Palace in Madrid, Albares shared with Allamand Spain's fundamental objective for the Summit: "to begin a new stage of reaffirmation and consolidation of the system" of Ibero-American summits and "to identify new priorities, launching, to this end, a profound reflection with the aim of strengthening and adapting the working methods of the Ibero-American system to current times," according to a press release from the Ministry of Foreign Affairs. Regarding cooperation, the Spanish Pro Tempore Secretariat intends, according to the Ministry, to guide the work of the Ibero-American Cooperation Officers around three axes: the convergence of positions on shared issues such as financing for development and increasing the impact of the Ibero-American Space, reflection on the Ibero-American Cooperation system, and the projection of Ibero-American Cooperation in other forums. The Fourth Four-Year Action Plan for Ibero-American Cooperation 2026-2029 will also be approved. Other Spanish objectives include further progress in student and faculty mobility and in the recognition of qualifications and homologations, and to continue working on the international promotion of Spanish and Portuguese. Separately, Allamand and Albares reviewed the upcoming milestones of the Secretariat pro tempore, such as the Ibero-American Foreign Ministers' breakfast meeting to be held in New York in conjunction with the United Nations General Assembly in September and the statutory meeting of foreign ministers in November. They also reviewed the administrative aspects of the Ibero-American Conference.
