<h6><strong>The Diplomat</strong></h6> <h4><strong>The Minister of Foreign Affairs, José Manuel Albares, called on Tuesday for multilateral governance of Artificial Intelligence, a tool that offers "enormous opportunities for international peace and security" but, at the same time, poses "significant risks, such as disinformation or the irresponsible use of military technologies."</strong></h4> The minister spoke during his participation in the opening of the Alliance of Civilizations Dialogue "AI for #OneHumanity: Human-Centered Artificial Intelligence," held on April 22 and 23 at the Palais des Nations in Geneva. The event addresses Artificial Intelligence as a tool to foster intercultural dialogue, understanding, and cooperation. <span class="jCAhz ChMk0b"><span class="ryNqvb">Among the participants at the event were the High Representative for the Alliance of Civilizations, former Spanish Foreign Minister Miguel Ángel Moratinos;</span></span> <span class="jCAhz"><span class="ryNqvb">the former President of the Spanish Government and President of the Advisory Council of the Onuart Foundation, José Luis Rodríguez Zapatero; and the President of the Spanish Chamber of Commerce and President of the Onuart Foundation, José Luis Bonet.</span></span> According to Albares, Artificial Intelligence presents "enormous opportunities" for international peace and security, from logistical support for peacekeeping operations to conflict detection and prevention. However, he warned, it also poses significant risks, such as the spread of misinformation or the irresponsible use of autonomous military technologies. Therefore, the minister affirmed that Spain firmly believes that ethical considerations and human rights must be at the heart of technological development and called for multilateral governance of Artificial Intelligence that puts people, their dignity, and their rights at the center, especially in the current international context. In this regard, Albares defended the United Nations' central role in the global debate on Artificial Intelligence, to ensure a fair multilateral framework based on international law, inclusive of all stakeholders and interested parties, and that promotes the Sustainable Development Goals. The minister assured that Spain will continue to do everything in its power to contribute to these efforts and announced that the government will propose an Artificial Intelligence Governance Law with the aim of ensuring that applications respect fundamental rights and promote transparency, accountability, and equity.
