Spain welcomes the Gaza reconstruction plan and the Arab League’s support for the “role of the Palestinian State” in this task

Eduardo González The Spanish Government has shown its support this Thursday for the Arab plan for the reconstruction of the Gaza Strip and has welcomed the support of the Arab League for the "role of the State of Palestine" in the implementation of this plan. "Spain supports the Plan for the Early Recovery, Reconstruction and Development of Gaza presented by the Arab League at the Summit of March 4 in Cairo, which outlines a path to stabilize the situation in Gaza and move towards the implementation of the two-state solution, the only possible way to guarantee peace and stability in the region," the Ministry of Foreign Affairs said in a statement. "The Government reiterates its support for the efforts of the Arab League for peace and stability in the region, and welcomes the support for the role of the State of Palestine in the reconstruction of Gaza for a future in which the Palestinians can live in peace in their land," it continued. Finally, the Government reiterated its “call for the consolidation of a permanent ceasefire, as well as its rejection of the forced displacement of the Palestinian population” and demanded “the uninterrupted entry of humanitarian aid into Gaza.” The statement comes a day after the Minister of Foreign Affairs, José Manuel Albares, conveyed to the Prime Minister and Minister of Foreign Affairs and Expatriates of Palestine, Mohammad Mustafa, Spain’s support for the reconstruction plan for the Gaza Strip, approved this week during the emergency summit of the Arab League. During the joint press conference with the Secretary General of the Arab League, Ahmed Aboul Gheit, held at the end of the summit, Mohammad Mustafa reported that the plan will be presented to the Organisation of Islamic Cooperation (OIC) to turn it into a joint Arab-Islamic initiative, after which “we will go to the European countries, the United States and Japan to present the plan and its details.” He also stressed the importance of the upcoming International Conference for the Reconstruction of Gaza, which will be held in Cairo next April with high-level participation. Mustafa also assured that the reconstruction plan will have a governance framework and an independent body that will oversee its implementation. The Cairo summit, chaired by Egyptian President Abdel Fattah al-Sisi, confirmed the collective Arab position of rejecting the proposals of US President Donald Trump, which envisages the expulsion of 2.3 million Gazans to Jordan and Egypt to turn the Gaza Strip into a kind of tourist resort under US authority. During the Cairo summit, Palestinian President Mahmoud Abbas warned that the reconstruction plan must be carried out with the Palestinians “in their homeland and without displacement” and called on Donald Trump to support these efforts. On Monday, the Spanish government called for “consolidating the ceasefire in Gaza and moving towards a permanent ceasefire” after the conclusion of the first phase of the ceasefire and the two parties, Israel and Hamas, have still not reached an agreement on the second phase, which provides for the release of the remaining Israeli hostages and the complete withdrawal of Israeli troops. Likewise, both the President of the Government, Pedro Sánchez, and Albares have repeatedly expressed the “absolute rejection of Spain and its Government” of the American plan.
