The Diplomat

The Council of Ministers has taken note of the approval of the Country Partnership Framework (MAP, by its acronym in Spanish) for Sustainable Development Peru-Spain 2024-2027.
The MAP, the document that establishes the guidelines for the cooperation policy between both countries for the coming years, was signed on November 22 in Madrid by the Minister of Foreign Affairs, José Manuel Albares, and his counterpart from Peru, Elmer Schialer, who chaired the XII Meeting of the Spanish-Peruvian Joint Commission for Cooperation. The new Peru-Spain Country Partnership Framework 2024-2027 concentrates the efforts of Spanish Cooperation around three areas: the achievement of an “inclusive, innovative and environmentally friendly” economic development, the improvement of the living conditions of the urban and rural population through access to water and sanitation services, health and employment and “a democratic and equal coexistence, free of gender violence and discrimination”. It also provides for an estimated mobilization of Spanish resources of approximately 160 million euros during the period 2024-2027, channeled through various cooperation instruments, both reimbursable and non-reimbursable. The previous MAP 2019-2022, which was extended until 2024, was signed by the President of the Government, Pedro Sánchez, and the then President of Peru, Martín Vizcarra, at the Moncloa Palace, during the State visit of the Peruvian president to Madrid. The Sustainable Development Partnership Framework is a bilateral strategic planning instrument established in Law 1/2023, of February 20, on Cooperation for Sustainable Development and Global Solidarity. The Master Plan for Spanish Cooperation for Sustainable Development and Global Solidarity 2024-2027 classifies Peru as a priority country for cooperation.
