The diplomat Carlos Moreno Blanco was chosen this Tuesday by the Council of Ministers for the position of Secretary General for the European Union of the Ministry of Foreign Affairs, according to diplomatic sources who informed The Diplomat.
Carlos Moreno, who until now held the position of Director General for North America, Eastern Europe, Asia and the Pacific, replaces David Navarro, who leaves the post for health reasons. His General Directorate will be occupied by Luis Fonseca.
A graduate in Law from the Complutense University, a maître en Droit from the Sorbonne and a Master in EU Law from the Carlos III University and in Foreign Trade from the CECO, Moreno joined the Diplomatic Service in 2009.
He has been posted twice to the Permanent Representation of Spain to the EU (the first in 2010 and the last between May 2021 and January 2024, which allowed him to coincide in this position with the last Spanish Presidency of the Council of the EU, in the second half of 2023) – He has also been posted to the Spanish embassies in Tel Aviv, Beijing and Nairobi.
At the Ministry of Foreign Affairs, European Union and Cooperation, Carlos Moreno has been head of service in the Subdirectorate General for North Africa, technical advisor in the Department of Cooperation with the Mediterranean and North Africa of the AECID.
He also served for three years as Deputy Director General of Regional Fisheries Agreements and Organisations at the General Secretariat for Fisheries, in the Ministry of Agriculture, Fisheries, Environment and Food. Before entering the administration, he worked as a legal and foreign trade consultant in Madrid, Paris and Rabat.
