Agustín Santos (Sumar) urges Government to promote a peace strategy for Ukraine in the EU

Eduardo González The diplomat and MP Agustín Santos Maraver, from the Plurinational Parliamentary Group of Sumar, has urged the Government to promote within the European Union “a strategy for peace and to end as quickly as possible” the conflict in Ukraine “through peace negotiations between the parties”. “There should be no doubt about the denunciation of the unjustifiable and criminal invasion of Ukraine by Russia”, warned Santos in a non-legislative proposal presented on December 2 for debate in the Joint Commission for the European Union. “Amnesty International has confirmed the commission of war crimes prosecutable by international justice by the invading Russian troops”, he continued. “These crimes must be pursued with the same intensity and importance as others in open military conflicts such as in Gaza, the West Bank or Lebanon, whoever commits them,” added the former Spanish ambassador to the UN and MP of Sumar, a party led by the second vice president, Yolanda Díaz, and a minority partner in Pedro Sánchez's coalition government. According to Santos, the authorization granted by the United States to Ukraine to use the ATACMS Tactical Missiles and the Storm Shadow by the United Kingdom, as well as the presence of North Korean troops, on the Russian side, on the Kursk front, “have increased the risk of military escalation without any of the actions implying a tactical or strategic advantage sufficient to modify the balance of the war.” In addition, he continues, “the advances of Russian troops in Kupiansk, Toretsk, Pokrovsk and Velyna Novosilka, as well as the growing weakness of the Ukrainian troops that occupied Russian territory in Kursk, are beginning to be perceived as a risk of a progressive collapse of the Ukrainian defences.” “It is in this context that we can understand the recent statements by President (Volodymyr) Zelensky, in which he recognises, on the one hand, the inability of the Ukrainian army to retake the areas occupied by Russian troops, and in which he also suggests the possibility of peace negotiations that recognise the current status quo on condition that NATO facilitates Ukraine's entry into the military alliance, within its current borders,” recalls the MP from Sumar. “What is obvious and evident at this point is that the irresponsible logic of thinking that a military victory for Ukraine over Russia is possible, and encouraging the Ukrainian army to remain committed to that goal, will continue to produce deaths and devastation and will make the role that the European Union could play irrelevant, given what appears to be a radical change of priorities following the inauguration of the new president of the United States,” Donald Trump warns. “We share the principles expressed by the UN Secretary General (António Guterres) during President Zelensky’s visit to the United Nations headquarters on September 24,” who declared that “the United Nations Charter is very clear: all international disputes must be resolved by peaceful means” and warned that “the longer this tragic war continues, the greater the risk of escalation and spread.” For all the above, Sumar's motion urges the Government to "defend in international forums and within the European Union a strategy for peace and to end the conflict as quickly as possible through peace negotiations between the parties", to "explore the options that the Chinese-Brazilian peace proposal can offer to end the conflict in the best possible conditions for Ukraine" and to "promote a debate in the European Union on the way out of this situation by preserving and improving the EU's position in relation to this conflict". It also asks the Executive to express "its disagreement with the statements that continue to insist on pushing Ukraine to believe in a military victory over Russian troops" and urges it to "support the actions that the United Nations can put in place in relation to the objective of stopping the war as soon as possible and seeking a solution to the conflict based on the United Nations Charter and Security Council resolutions".
