Lucía García Rico, new director general of the UN at the Ministry of Foreign Affairs

Eduardo González The Council of Ministers has appointed Lucía García Rico to the position of director general of the United Nations, International Organizations and Human Rights at the Ministry of Foreign Affairs. A graduate in Law from ESADE-Universitat Ramón Llull (2002), a graduate in Political Science from UNED (2015), a Master's degree in International Security and Defence Policy from the Complutense University of Madrid (2021) and a graduate of the Armed Forces Staff Course (2021), Lucía García Rico joined the diplomatic service in 2007. Until her appointment, she held the position of counsellor at the Permanent Representation of Spain to the United Nations in New York. Previously, she was a fellow at the Belfer Center for Science and International Affairs (Harvard Kennedy School) (2021-2022) and has been assigned to the Spanish Embassy in Turkey (2016-2019), the Permanent Delegation of Spain to NATO (2012-2016) and the Spanish Embassy in Mauritania (2010-2012). At the Ministry of Foreign Affairs, she has been Deputy Head of the Technical Office of the Undersecretariat (2019-2020), Deputy Deputy Director of the Gibraltar Affairs Office (2008-2010) and Head of Area in the United Nations Sub-Directorate (2007-2008). She has been awarded the Cross of the Order of Isabel la Católica and the Cross of the Order of Civil Merit. Furthermore, the Government has appointed the diplomat Miguel Moro Aguilar as Ambassador on Special Mission for the countries of the Persian Gulf. Graduated in Law from the Complutense University of Madrid, with a diploma in French Law from the University of Paris XI and a diploma in Community Law from the CEU San Pablo University of Madrid, he has completed these studies with several courses on subjects of international relations, diplomatic negotiation or security and defence, such as the National Defence Course at the Centre for Higher Defence Studies. During his career as a diplomat, he has held the positions of second in command at the Spanish Embassy in Baghdad (2001-2003), counselor at the Spanish Embassy in Lisbon (2003-2006) and second in command at the Spanish Embassies in Panama (2006-2010), Tel Aviv (2014-2017) and Hanoi (2017-2020). His most recent mission abroad was that of Ambassador to Kuwait between 2020 and 2024, with multiple accreditation as Head of Mission in Bahrain (2021-2024). He was also Deputy Director General for the Middle East between 2010 and 2014. Previously, he worked in the Minister's Office in 2000-2001, as head of the Parliamentary Affairs service. He has received decorations and distinctions, such as the Cross of the Order of Isabel la Católica in 2004, the Decoration of Commander of the Order of Vasco Núñez de Balboa, awarded by the Panamanian State in 2009, the Cross of Officer of the Order of Civil Merit in 2010 and the Cross of the Order of Merit of the Civil Guard, in 2017. Lastly, María Luisa Huidobro is the new ambassador on Special Mission for Peacekeeping Operations. Member of the diplomatic service since June 1990, between 2020 and 2024 she was the Spanish Ambassador to the Sultanate of Oman. Previously, she was assigned to the Spanish Embassies in Ethiopia, Israel, the United States, and to the Consulate General of Spain in New York, as deputy consul general. In the central services of the Ministry of Foreign Affairs, she has held the positions of Deputy Assistant Director General for the Middle East and Deputy Director General for Peacekeeping Operations. She has worked in the Ministry's Secretariat of State for the European Union in two stages, in the General Directorate of Community Technical Coordination, occupying the position of Deputy Assistant Director General for Customs and Trade Affairs, and as an advisory member in the General Directorate of Integration and Coordination of General Affairs of the European Union. She has also held positions in the General Directorate of International Economic Relations and in the General Directorate of Consular Affairs. She has been part of the Court in charge of the selective process for entry into the Diplomatic Service.
