Juan David Latorre The current Haitian ambassador to Haiti, Guy G. Lamothe, has been recalled to the Caribbean country as part of the reforms initiated by the new foreign minister, Dominique Dupuy, who has held this post since the new Haitian government appointed last June by Prime Minister Garry Conille. Carl-Eric Barthelus, Counsellor and Chargé de Cooperation at the Embassy since 2021, will take over as Chargé d'Affaires a.i. as Chargé d'Affaires a.i. with immediate effect. Previously, he was first secretary at the Embassy and held the position of attaché at the Haitian department of of Economic Relations and Cooperation Ministry of Foreign Affairs and Worship since 2014. Carl-Eric Barthelus holds a Master's degree in Leadership, Diplomacy and Intelligence in 2022 from the Fundación of Strategic and International Studies in Madrid, and studied Diplomacy at the Diplomatic Academy Andrés Bello in 2019, as well as his undergraduate studies in Economic Sciences at the University of State University of Haiti. In 2017, Carl-Eric Barthelus attended a special course for Diplomats of the Caribbean Community for Diplomats of the Caribbean Community (CARICOM) in New Delhi, India. Most recently, he obtained the diploma of the 139th Course on the European Union of the Escuela Diplomática of Spain.
