Yesterday, the Council of the EU established the creation of EUDA, the Diplomatic Academy of the European Union, which aims to provide training and support on the EU’s external actions, especially in the field of the Common Foreign and Security Policy.
The aim is to develop and foster a common understanding of the EU’s role in the world, disseminating best practices in relation to the conduct of EU diplomacy and consolidating the spirit of a European diplomatic corps.
The EUDA will train a new generation of diplomats with a deep understanding of the principles, objectives, values, interests and global role of the European Union. These diplomats will be trained to function effectively in Brussels, in EU delegations or within their own national structures, addressing the Union’s strategic challenges.
To this end, educational and training activities will be carried out in collaboration with the College of Europe, a renowned institution with extensive experience in training in EU external action. This program will cover four academic years, from 2024 to 2027-2028.
The EUDA will work under the responsibility of the High Representative for Foreign Affairs and Security Policy, and will receive guidance from a Steering Committee composed of a representative appointed by each Member State, plus representatives from the European Parliament, the Council and the Commission.
The financial reference amount intended to cover the expenses of the training program during the period between July 1, 2024 and June 30, 2025 will be just over €1.7 million.
In 2021, Parliament presented the draft “Towards the creation of a European Diplomatic Academy”. With the aim of creating a project that will support the development of a common diplomatic culture based on an EU perspective and that will also reinforce the role of the EU as an effective foreign policy actor.
