This past Tuesday, the Council of Ministers sent to the Cortes Generales (Spanish Parliament) the Complementary Agreement to the Basic Agreement on Scientific and Technical Cooperation between Spain and Mexico for the financing of Cooperation Programs and Projects, while authorizing the expression of Spain’s consent to be bound by said Agreement.
This is the second time that the Council of Ministers has referred this agreement to the Cortes Generales. The previous one took place last March, but could not prosper due to the dismantling of the two Chambers due to the call for early general elections for July 23.
On October 14, 1977, the Basic Agreement for Scientific and Technical Cooperation was signed in Madrid between the Government of the Kingdom of Spain and the Government of the United Mexican States in order to carry out programs and projects of scientific-technical cooperation and exchange. of technical experiences.
Subsequently, on January 25, 1996, the Complementary Agreement to the Basic Agreement on Scientific and Technical Cooperation between the Kingdom of Spain and the United Mexican States was signed in Madrid, creating the Mixed Fund for technical and scientific cooperation Mexico- Spain and which will be the financing instrument for cooperation programs and projects between both countries, in areas mutually defined as priorities.
On March 9, 2022, the Complementary Agreement to the Basic Scientific and Technical Cooperation Agreement between the Kingdom of Spain and the United Mexican States for the Financing of Cooperation Programs and Projects was signed ad referendum in Mexico, which replaces the Complementary Agreement of 1996. The main objective of the new agreement is the simplification and flexibility of the Mixed Fund, the main instrument of bilateral technical and scientific cooperation with a priority country for Spanish Cooperation, in accordance with the V Master Plan.
The signing was carried out by the Minister of Foreign Affairs, José Manuel Albares, and the Secretary of Foreign Relations of the Government of Mexico, Marcelo Ebrard, during the official visit of the head of Spanish diplomacy. On that occasion, three other agreements were signed on the establishment of the bilateral Permanent Political Subcommittee, collaboration on Feminist Foreign Policy and collaboration within the framework of the celebration of the World Conference on Cultural Policies and Sustainable Development. On September 27, 2022, the Council of Ministers approved the signature ad referendum and authorized the provisional application of the new Complementary Agreement.
