The Council of Ministers yesterday approved the dismissal of the Ambassador-at-Large for the Summits and the Ibero-American Space, Carlos Abella, and his replacement by Carmen Fernández Torres.
Abella, a diplomat since 1994, held the position since January 2021, after having been ambassador to Ecuador, and over the last three years he has been in charge of the preparation of the Ibero-American Summits in Andorra and Santo Domingo, as well as the of Cuenca (Ecuador), which should be held in November of this year.
Furthermore, after his appointment, Carlos Abella, assumed the functions of general secretary of the Council of Spain Foundations with Brazil, Peru and Colombia, in which he has carried out intense work. Diplomatic sources consulted by The Diplomat suggest that Abella could be named ambassador in one of the diplomatic representations that have come out for competition, among which there are several on the American continent, such as El Salvador, Bolivia, Jamaica or Trinidad and Tobago.
The new Ambassador-at-Large for the Summits and the Ibero-American Space, Carmen Fernández Torres, entered the Diplomatic Career in 2006 and was currently stationed at the Embassy in Turkey, as Counselor of Cultural Affairs.
Previously she held the second position in Saudi Arabia, she was stationed in Bern and was deputy consul in Moscow. In addition, she has been deputy deputy director general of the Middle East, advisory member of the Consular Emergency Unit and advisory member of the Cabinet of the State Secretary for Foreign Affairs.
