The Diplomat
The Government of Santiago Peña has sent to the Chamber of Senators of Paraguay the proposal for the appointment of Justo Pastor Apodaca as the new ambassador of that country in Spain.
Justo Pastor Apodaca will fill the vacancy left at the head of the diplomatic representation due to the departure of the previous ambassador, Ricardo Scavone, which occurred in June of last year, shortly after the electoral victory of Peña, who at the beginning of this year appointed him general director of Diplomatic Academy. Since Scavone’s departure, Minister Counselor Liz Coronel has acted as Chargé d’Affaires.
The one chosen by Peña to head the Embassy in Madrid has a master’s degree in Strategic Planning and Management and since August 2019 he has been consul general in Miami. He has an extensive diplomatic career that began in 1997 as deputy chief of staff of the Minister of Foreign Affairs. In 2000 he was sent to the Paraguayan Embassy in Chile and later to the representation of his country in Switzerland.
In 2006 he was appointed director of Consular Policy and, a year later, director of the Cabinet of the Minister of Industry and Commerce. Returning to the Foreign Ministry, he took charge of the Directorate of International Organizations.
Between 2013 and 2016 he was head of the Consular Office at the Consulate of Paraguay in Paranaguá, Paraná, in Brazil and, from 2017 to 2019, general director of the Anti-Corruption Unit of the Ministry of Foreign Affairs.
