The Diplomat
The diplomat Pascual Navarro, until a few weeks ago State Secretary for the European Union, was appointed yesterday as ambassador of Spain to the Federal Republic of Germany, as The Diplomat had already announced. Navarro replaces Ricardo Martínez, who has remained in the position for five and a half years.
Graduated in Law from the University of Murcia, graduated in Public International Law from the University of Paris/Sorbonne and in International Relations from the London School of Economics and a diplomat since 1987, Pascual Navarro has been ambassador of Spain in the Czech Republic, advisor for Institutional Affairs of the European Union and general director of the Internal Market and other Community Policies at the State Secretary for the EU.
He was also a counselor in the Permanent Representation of Spain to the EU, head of the Immigration and Asylum area, deputy director general of Cooperation for Central America, deputy director general for Terrorism Affairs and director of the Office of the State Secretary for the EU. He has served in the Spanish Embassies in Damascus, Copenhagen and Brasilia.
On the other hand, the Council of Ministers yesterday appointed Sergio Colina to the position of general director of Sustainable Development Policies. With a degree in Law from the University of Barcelona, a master’s degree in International Relations and a specialist in international mediation from UNED and an official in the Diplomatic Service, Colina has served, within the Ministry of Foreign Affairs, as an advisor for EU relations with Africa, the Caribbean and the Pacific and as advisor for European development policies at the General Secretariat of Foreign Affairs of the European Union.
In addition, he has worked in the Department of Cooperation with Sub-Saharan Africa, in the Spanish Agency for International Cooperation for Development (AECID), and has been head of the Department of Cooperation with the Andean Countries and the Southern Cone and advisor in the Affairs Unit. Political, Humanitarian and Human Rights of the Cabinet of the Secretary General of the United Nations. In the academic field, he has taught classes on development policies and humanitarian action at the Diplomatic School and at various universities.
Finally, the Government appointed Guillermo López Mac-Lellan to the position of ambassador in Djibouti, with residence in Ethiopia, where he has occupied the Spanish Embassy since the end of last year.
