Yesterday the Council of Ministers appointed the until now general director for Ibero-America and the Caribbean, Enrique Yturriaga, for the position of ambassador of Spain in Ecuador, as The Diplomat had anticipated. Likewise, Marco Peñín Toledano is the new ambassador in Haiti.

 

Enrique Yturriaga, who will replace Elena Madrazo, is an expert in Latin American affairs. After entering the diplomatic career in 1993 and holding various positions in the General Directorate of International Organizations and Conferences, he was assigned to the Spanish Embassy in Bucharest (Romania) between 1996-1998, where he held the Second Headquarters and was in charge of Administrative Affairs. and Cooperation. In 1998 he was assigned to the Permanent Representation of Spain to the United Nations and other International Organizations in Geneva.

 

Upon returning to Spain, he served as an advisory member in the Coordination Unit for Spain’s Participation in the United Nations Council between 2003 and 2004, until his appointment as deputy director general of International Technical Organizations. Subsequently, he held the Second Head of the Spanish Embassy in Oslo (Norway) in 2008 and was later appointed counselor at the Spanish Embassy in Buenos Aires (2008-2013).

 

Between August 2013 and August 2022 he held the position of deputy director general of Mercosur Countries and Ibero-American Multilateral Organizations and between September 2022 and January 2024 he held the position of general director for Ibero-America and the Caribbean, in which he has been replaced by Javier Gassó.

 

For his part, Marco Peñín, graduated in Law and Political Science from the Complutense University of Madrid and second lieutenant of the Marine Infantry in the Navy between 1999 and 2000, entered the diplomatic career in 2008 and requested as his first assignment abroad the Embassy of Spain in Afghanistan.

 

Subsequently, he developed a large part of his professional career in the Caribbean area, where he has been consul in Havana and Santo Domingo, as well as in Africa, where he was second head of the Spanish Embassy in Equatorial Guinea. Since 2022 he has been working as a counselor at the Spanish Embassy in France. He will replace Sergio Cuesta at the Haitian Embassy, who was appointed director of the Cabinet of the Minister of Foreign Affairs, José Manuel Albares.
