Government ratifies agreement with Mexico to finance scientific and technical projects

Last Tuesday, the Council of Ministers approved the referral to the Spanish Parliament of the Complementary Agreement to the Basic Agreement on Scientific and Technical Cooperation between Spain and Mexico for the financing of Cooperation Programs and Projects, and authorized the expression of Spain’s consent to be bound by this Agreement.

 

On October 14, 1977, the Basic Agreement for Scientific and Technical Cooperation between the Government of the Kingdom of Spain and the Government of the United Mexican States was signed in Madrid for the purpose of carrying out scientific and technical cooperation programs and projects and the exchange of technical experiences.

 

Subsequently, on January 25, 1996, the Complementary Agreement to the Basic Agreement on Scientific and Technical Cooperation between the Kingdom of Spain and the United Mexican States was signed in Madrid, creating the Mexico-Spain Mixed Fund for technical and scientific cooperation, which will be the instrument for financing cooperation programs and projects between both countries, in the areas mutually defined as priorities.

 

On March 9, 2022, the Complementary Agreement to the Basic Agreement on Scientific and Technical Cooperation between the Kingdom of Spain and the United Mexican States for the Financing of Cooperation Programs and Projects, which replaces the 1996 Complementary Agreement, was signed ad referendum in Mexico.

 

The signing was carried out by the Minister of Foreign Affairs, José Manuel Albares, and the Secretary of Foreign Affairs of the Government of Mexico, Marcelo Ebrard, during the official visit of the head of Spanish diplomacy. On that occasion, three other agreements were signed on the establishment of the bilateral Permanent Political Sub-Commission, collaboration in Feminist Foreign Policy and collaboration in the framework of the celebration of the World Conference on Cultural Policies and Sustainable Development.

 

On September 27, 2022, the Council of Ministers approved the signature ad referendum and authorized the provisional application of the Modified Complementary Agreement, whose main objective is to simplify and make the Mixed Fund more flexible, the main instrument of bilateral technical and scientific cooperation with a priority country for Spanish Cooperation, according to its V Master Plan.
