Spain and the United States have adopted a cooperation agreement on the deployment of security agents on flights to, from or between the two countries.
The agreement, approved by the Council of Ministers last Tuesday, is intended to be an international treaty that establishes a framework for cooperation in the fight against crime in the field of aviation security, without prejudice to its subsequent development by other regulatory instruments, if circumstances so require.
The purpose of the text is to address the need to combat terrorist threats against civil aviation, as well as to develop police cooperation between the two countries.
According to the Spanish government, cooperation will be provided with respect for the respective national legislations and international commitments assumed by both parties and guided by the principles of equality, reciprocity and mutual assistance.
The agreement is structured in a preamble that expresses the importance of developing cooperation in the fight against terrorist threats to civil aviation and ten articles that detail the responsibilities and establish the operational procedures inside the aircraft to maintain flight safety.
