The Council of Ministers yesterday approved the Royal Decree that develops the basic organic structure of the Ministry of Foreign Affairs, European Union and Cooperation up to the organic level of sub-directorate general or equivalent, in order to “provide it with the administrative structure necessary to carry out its functions and achieve its goals in the most efficient way”.
Among the main novelties of the Royal Decree, the assignment to the Secretary of State for Foreign and Global Affairs -which currently lies with Ángeles Moreno-, and more specifically to the Directorate General for Foreign and Security Policy, of “the coordination of the migratory policy in the multilateral field, in that of the European Union and in that of bilateral relations with other countries, together with the bodies of other ministerial departments competent in this matter”, stands out. The exercise of this competence will be carried out by the Office of Migratory Affairs, which is part of this Directorate General.
Likewise, the Instituto Cervantes (directed by Luis García Montero) is no longer attached to the Ministry through the Secretary of State for International Cooperation (Pilar Cancela) and will now be attached through the Secretary of State for Ibero-America and the Caribbean and Spanish in the World (exercised by Juan Fernández Trigo), The Directorate General for Ibero-America and the Caribbean and the Directorate General for Spanish in the World (which, in turn, is structured in two executive bodies, the newly created Deputy Directorate General for Coherence in the Action for the Promotion of Spanish and the Deputy Directorate General for the Promotion of Spanish in the World).
On the other hand, the Secretariat of State for the European Union -which corresponds to Pascual Navarro- assumes as its competence “the definition and coordination of the position and institutional representation of Spain in the Council of Europe, as well as the monitoring of the activities derived from the membership of said international organization”. With respect to the Undersecretariat, no novelties have been introduced.
