The Council of Ministers yesterday referred to the Spanish Parliament the Agreement on Cooperation in Science and Technology between Spain and the Republic of Kazakhstan, and authorized the expression of Spain’s consent to be bound by this agreement.
The signing of this agreement took place in Madrid on July 5, 2021, after authorization by the Council of Ministers on April 30, 2015, by the then Minister of Foreign Affairs, Arancha González Laya, and the Deputy Prime Minister and Minister of Foreign Affairs of Kazakhstan, Mukhtar Tileuberdi, on the occasion of the latter’s official visit to Spain.
Its purpose is to provide a legal framework, in accordance with the present time, to the relations in the field of science and technology between the two countries, “because, although there was an Agreement on Cultural, Educational and Scientific Cooperation, dated October 27, 1997, the potential for cooperation with Kazakhstan made it advisable to sign a specific agreement on scientific and technological cooperation,” said the Government.
“The present agreement establishes an appropriate framework for collaboration in scientific and technological matters between the two countries and constitutes a vehicle for rapprochement that will allow bilateral relations to be established in the future on specific scientific and technological matters of common interest,” it continued. The two parties undertake not to transfer to third parties scientific and technical information or documentation obtained as a result of the activities carried out jointly within the framework of the agreement. The agreement will have a duration of five years, automatically renewable for successive periods, unless otherwise notified.
