The Diplomat
The diplomat Mercedes Alonso Frayle has taken over the post of Deputy Director General for International Organisations to fill the vacancy left by José Javier Gutiérrez Blanco-Navarrete, who has been appointed ambassador to Ghana.
Mercedes Alonso Frayle was until recently Spain’s consul general in Düsseldorf and has a long diplomatic career, which began in 1988 and has taken her to a number of posts related to international organisations.
In 2001, she was head of the International Organisations Area, and in 2010, deputy director general for Regional Fisheries Agreements and Organisations at the Ministry of the Environment, Rural and Marine Affairs.
She has been posted to the Spanish Embassies in Austria, Senegal, Panama and Brazil, in the latter three as “number two”. She has also been Spanish Consul in London and Manila.
Her duties include relations with multilateral organisations, among them the World Tourism Organisation (WTO), which has its headquarters in Madrid and to which the Spanish government has paid special attention in recent months in view of announcements that Saudi Arabia would like to present its candidacy to take its headquarters to Riyadh.
